Last month, Pacific Environment hosted its webinar “Advancing port decarbonization: A new analysis of Japan’s Carbon Neutral Port (CNP) initiatives” that examined a central challenge facing the maritime sector: How can ambitious climate commitments be translated into practical action?
The webinar featured keynote remarks and research findings from David Wooley, director of the Center for Environmental Public Policy at the Goldman School of Public Policy at the University of California, Berkeley, along with presentations from Japan’s Ministry of Land, Infrastructure, Transport and Tourism (MLIT), the city of Yokohama Port and Harbor Bureau and the Port of Oakland. Moderated by Pacific Environment’s Senior Director, Climate Campaign Teresa Bui, the discussion also featured speakers including Oliver Yasuhito Imaizumi of the Institute of Energy Economics, Japan (IEEJ). Together, the speakers emphasized that effective port decarbonization requires strong public policy, practical implementation, technological innovation and international collaboration.

Beyond presenting the study’s findings, the webinar created an opportunity for policymakers, researchers and port practitioners to change perspectives on the policies, infrastructure and partnerships needed to accelerate port decarbonization. The transition to zero-emission ports is already underway. The challenge now is to build the infrastructure, partnerships and policy frameworks needed to accelerate implementation — for cleaner ports, healthier communities and a more resilient maritime future.
By convening policymakers, port authorities, researchers and industry experts from across the Pacific, Pacific Environment will continue to foster the partnerships needed to transform ambitious climate commitments into practical action.
Ports are becoming critical infrastructure for the clean energy transition
In his introductory remarks, Wooley emphasized that ports are no longer simply gateways for international commerce — they are becoming critical infrastructure for the clean energy transition. As hubs for manufacturing, logistics, energy production and international shipping, ports have a unique opportunity to reduce emissions while supporting economic growth and resilient supply chains. That idea set the stage for the rest of the discussion, as Bui noted that “our shared challenge is no longer defining ambition. It is delivering implementation.“
The discussion highlighted how Japan and California have emerged as global leaders in maritime decarbonization. While technologies continue to evolve rapidly, both jurisdictions recognize that long-term policy frameworks, strategic investment and collaboration across sectors are essential to reducing emissions. Japan’s nationwide Carbon Neutral Port initiative offers one of the world’s most structured national frameworks for port decarbonization. California’s experience, especially at the Port of Oakland, shows how ambitious policies can be translated into operational projects. Together, they offer complementary lessons for ports around the world.
Japan’s nationwide initiative to cut port and shipping emissions
The Ports and Harbours Bureau of the Ministry of Land, Infrastructure, Transport and Tourism (MLIT), Japan presented Japan’s Carbon Neutral Port initiative as a nationwide effort to support decarbonization across ports and their surrounding industrial areas. Because many of Japan’s refineries, power plants, steelworks, chemical companies and logistics facilities are concentrated around ports, reducing emissions requires action far beyond terminal operations.
The initiative is built around collaboration among national and local governments, port management bodies, logistics companies, industries and academic institutions to develop long-term plans tailored to each port. This collaborative governance model recognizes that ports cannot decarbonize in isolation; they must coordinate across sectors, infrastructure systems and supply chains.
Key elements of Japan’s approach include:
- Cross-sector coordination: Ports must work alongside energy providers, industries, logistics operators and communities to reduce emissions across the supply chain.
- Long-term planning: Each port’s strategy reflects its unique infrastructure, industry and energy needs.
- Flexible implementation: Policies must evolve alongside changing technology and market conditions.
Yokohama’s evolving strategy to cut emissions
The City of Yokohama Port and Harbor Bureau showed how Japan’s national framework is being translated into local action. As one of Japan’s leading ports serving container shipping, automobiles, energy industries, manufacturing and cruise vessels, Yokohama’s strategy must address a wide range of sectors and technologies.
One important lesson from the presentation was the need for flexibility. Early planning focused on hydrogen and ammonia, but as markets and technologies evolved, the city government broadened its strategy to include sustainable finance, offshore wind and solutions to emerging electricity demand challenges such as data centers.
This evolutionary pathway reflects an important lesson for ports worldwide: Successful decarbonization strategies must remain flexible while maintaining a clear long-term vision.
California demonstrates what implementation looks like
Complementing Japan’s policy perspective, the Port of Oakland highlighted projects already underway to reduce emissions at one of the United States’ busiest ports.
Oakland has installed shore power at all container berths, expanded the deployment of battery-electric and hydrogen-powered cargo-handling equipment, is developing a Green Power Microgrid and upgrading its electrical infrastructure, and has invested in charging infrastructure for zero-emission vehicles.
Oakland’s experience demonstrated that ambitious climate policies must be supported by infrastructure, funding, partnerships and community engagement. Its Clean Ports Program work also highlights how zero-emission trucks, cargo-handling equipment, air quality monitoring and workforce training can be integrated into a broader transition strategy.
Connecting research with real-world action
Building on the perspectives shared by government and port leaders, Wooley highlighted opportunities to strengthen Japan’s Carbon Neutral Port initiatives as they continue to evolve. Recommendations include:
- Expanding CNP certification beyond container terminals.
- Accelerating shore power deployment.
- Improving long-term planning for electricity infrastructure.
- Supporting domestic supply chains for zero-carbon marine fuels.
More broadly, the analysis emphasized that effective policies must evolve alongside changing technologies and market conditions.
The path forward for port decarbonization
The panel discussion brought these perspectives together and produced the clearest pathway moving forward for port decarbonization:
- Electricity infrastructure must come first. Shore power, renewable hydrogen, battery-electric trucks, cargo-handling equipment and reliable port operations all depend on adequate electricity supply. Without early planning for increased power demand, ports risk slowing the transition to zero-emission operations.
- Shore power remains one of the most immediate and important actions. Shore power is not only important for major international terminals, but also for smaller ports and coastal shipping, where vessels may remain at berth for longer periods.
- Collaboration is not optional. As Colleen Liang of the Port of Oakland noted, one port cannot achieve zero emissions without collaboration. Ports are connected to shipping lines, utilities, fuel suppliers, terminal operators, truck operators, equipment manufacturers, regulators and communities. Meaningful progress requires all of these groups moving together.
- The transition cannot rely on a single fuel or technology. Yasuhito Imaizumi of IEEJ emphasized that the key question is not simply which fuel will be adopted by the market — like hydrogen, ammonia, methanol, electricity or another pathway — but whether the energy system can support transition at scale. This means ports need flexible infrastructure and policies that can accommodate multiple technologies as they mature.
