Pacific Environment at the International Maritime Organization

Bringing technical expertise, policy leadership and community perspectives to shape the future of global shipping

The International Maritime Organization (IMO) makes decisions that shape the future of international shipping, from how quickly the sector cuts climate pollution to which fuels and technologies are prioritized and how shipping affects people, oceans and ecosystems.

Pacific Environment has held permanent consultative status at the IMO since 2011, making us one of a limited number of environmental organizations with a formal role in its discussions on shipping and maritime pollution. We use this position to contribute technical analysis, regulatory and policy expertise, and real-world experience working with communities, ports, policymakers and partners. Through policy recommendations on clean fuels, zero-emission technologies and pollution reduction, we help inform international standards and advance their effective implementation.

Upcoming meetings

  • ISWG-GHG 23
    November 23–27, 2026 (London, UK)

The Intersessional Working Group on Reduction of Greenhouse Gas Emissions from Ships (ISWG-GHG) develops proposals and guidelines before they go to the Marine Environment Protection Committee (MEPC). Pacific Environment staff will contribute technical expertise to discussions on the proposed Net-Zero Framework, its implementation and how to assess lifecycle greenhouse gas emissions from marine fuels. These discussions will help inform MEPC 85 the following week.

  • MEPC 85/ES.2
    November 30-December 4, 2026 (London, UK)

MEPC 85 and the resumed second extraordinary MEPC session (ES.2) are key milestones for international shipping’s climate policy. Pacific Environment staff will bring climate, community and equity perspectives to discussions that could shape the industry’s path to net-zero emissions by 2050. A well-designed global framework could also help climate-vulnerable and least developed countries develop resilient, renewable maritime energy systems. Explore our key priorities and related policy submissions below.

Supporting a strong IMO Net-Zero Framework or alternative agreement that puts international shipping on a clear path to net-zero emissions by 2050, while accounting for the broader impacts of shipping policies.

Promoting clear guidelines and effective implementation measures for the IMO Net-Zero Framework, helping turn global climate commitments into practical rules that reduce shipping emissions.

Advancing measures to reduce black carbon emissions — a form of air pollution — from ships, which contribute to Arctic warming, and protect vulnerable ecosystems and communities.

What's at stake?

Protecting people and coastal communities

Shipping pollution contributes to poor air quality around ports, disproportionately affecting nearby communities. Stronger pollution standards and climate policies can help protect public health while ensuring the transition to cleaner shipping doesn’t shift environmental and social harms onto vulnerable communities.

Getting the transition to cleaner fuels right

The fuels ships use can have environmental and social impacts long before they reach a vessel. Strong sustainability standards can help ensure alternative marine fuels deliver real climate benefits without creating new emissions or putting additional pressure on land, resources and communities.

Protecting oceans and fragile ecosystems

Shipping pollution affects marine environments around the world. Black carbon accelerates Arctic warming, while other pollutants can harm marine life and coastal ecosystems. Stronger international rules can help protect these environments and the people who depend on them.

Our role at the IMO

Pacific Environment participates in international maritime policy discussions and works to ensure decisions reflect sound technical evidence, ambitious environmental standards and the perspectives of people affected by shipping. Our role spans negotiations, collaboration and implementation beyond the IMO.

  • We participate in negotiations

Through our consultative status, we take part in IMO meetings and negotiations on shipping emissions, climate action and maritime pollution, advocating for ambitious environmental standards and meaningful implementation.

  • We contribute expertise

We provide policy analysis, technical input and recommendations on climate, fuels, pollution, technology and regulatory implementation.

  • We create a platform for others

We bring perspectives from affected communities, including Arctic and Global South communities, into IMO discussions and work with governments, NGOs, industry and other partners to advance shared goals.

  • We advance implementation

We help translate international policy decisions into action at the local, regional and national levels, working with communities, ports and policymakers.

Our policy priorities

  1. Decarbonizing international shipping
Advancing ambitious climate policies that reduce greenhouse gas emissions and accelerate the transition to zero-emission shipping.
  2. Advancing sustainable fuels and zero-emission technologies
Promoting credible lifecycle emissions accounting and sustainability safeguards, alongside technologies and energy pathways that deliver lasting emissions reductions.
  3. Reducing pollution and protecting people and ecosystems
Strengthening controls on black carbon, heavy fuel oil, scrubber discharges and other shipping-related pollution, with attention to affected communities and vulnerable ecosystems.
  4. Turning international ambition into action
Supporting the policies, infrastructure and port-level solutions needed to put global commitments into practice.
