Pacific Environment is pleased to facilitate the first public disclosure of the environmental policy of the China Export-Import Bank (China Exim Bank).
Background: On Friday, April 13, 2006, China Exim Bank Chairman, Li Ruogu delivered a keynote address at the US Export-Import Bank Annual Meeting in Washington DC. Following the address, Pacific Environment’s Policy Director, Doug Norlen, spoke briefly with Chairman Li to request that he release for public use China Exim Bank’s heretofore undisclosed environmental policy. Chairman Li agreed, and after follow-up correspondence, on April 28, 2007 China Exim Bank provided Pacific Environment with a copy of the environmental policy (below).
Pacific Environment believes that the disclosure of this environmental policy will be quite helpful for the advancement of public understanding and dialogue among parties that are interested in field of international environmental protection. We believe that the public disclosure of environmental information at all stages of project support, including pre-project approval, project examination and approval, and post approval monitoring, is an essential part of public engagement by all Export Credit Agencies.
Pacific Environment thanks Chairman Li and China Exim Bank for disclosing this policy and we are happy to collaborate further with China Exim Bank and other entities to advance these transparency goals.
